Job Description

Mission and objectives


UNDP works with the Government and people of Pakistan to develop local solutions to development challenges. Context


Pakistan is among the ten most vulnerable countries to climate change, as shown by the catastrophic 2022 floods that impacted over 33 million people, caused 1,700+ deaths, and displaced 8 million. The floods, compounded by GLOFs and other climate-induced hazards, resulted in USD 30 billion in damages, pushing many into poverty. Despite existing mitigation policies, the severe impact has left communities highly vulnerable. In response, UNDP's Flood Recovery Programme (FRP) supports one million people affected by the floods. The programme focuses on transitioning from relief to long-term resilience, targeting key areas like enhancing governance, restoring livelihoods, promoting social inclusion, and rebuilding infrastructure sustainably. The FRP aligns with the Government of Pakistan's Resilient Recovery Framework (4RF) and aims to support long-term recovery and sustainable development.


Task description


Under the overall supervision of the Programme Manager, the Project Implementation Support Associate (UN Volunteer) will report to the Programme Specialist on a day-to-day basis. S/he will be responsible for the following tasks: 1. Resource Mobilization & Strategic Planning Under the guidance of the FRP Programme Specialist, the incumbent will: • Support the development of resource mobilization strategies, identifying potential funding opportunities for FRP’s sustainability. • Prepare initial drafts of concept notes, proposals, and Expressions of Interest (EOIs) for donor engagement, ensuring alignment with FRP objectives. • Support development of a pipeline of innovative project ideas to strengthen FRP’s future interventions and expansion. 2. Implementation Support & Coordination In coordination with the FRP Programme Specialist, the incumbent will: • Assist in planning and coordinating activities to ensure effective implementation across FRP components. • Support the Programme Specialist in day-to-day programme management, troubleshooting operational challenges, and liaising with stakeholders. 3. Risk Management, Monitoring, Reporting & Compliance Under the guidance of the FRP Programme Specialist, the incumbent will: • Assist in identification and mitigation of risks related to project implementation and delivery in line with UNDP policies, government regulations and donor requirements • Conduct regular field visits to assess on-ground impact, engage with beneficiaries, and validate project data. • Support the Monitoring & Reporting Officer in maintaining project databases and synthesizing field insights for decision-making. • Prepare progress reports, field visit summaries, and donor updates, contributing to adaptive project management as needed. 4. Partnerships & Communications Under the guidance of the FRP Programme Specialist, the incumbent will: • Support engagement with government counterparts, donors, and implementing partners to enhance FRP’s impact. • Draft briefing notes, talking points, and presentations for senior leadership and donor engagements. • Capture success stories, photographic evidence, and key achievements to enhance FRP’s visibility and advocacy efforts.

Required education level


Bachelor degree or equivalent in Business Administration, Management/Social Sciences, Development Studies, International Relations, Environment and Climate Change or any relevant field.

Skills and experience


Research coordination and reporting at the national or international level. Knowledge of the development context with respect to climate change adaptation and mitigation. Experience in working in a demanding and time-bound environment. Experience in the usage of computers and office software packages (MS Wo Excel, etc.).

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station.
